THE ISSUE: California is a step closer to banning single-use plastic and paper grocery bags and taxing recycled-paper bags. The Senate Appropriations Committee on Monday approved Assembly Bill 1998, which would ban single-use bags in 2012. Shoppers would have to bring their own reusable bags or pay 5 cents each for recycled paper bags. The Assembly passed the bill in June. Should California follow Ireland, Switzerland, South Africa, China and others in taxing or banning single-use bags?
