They carried no signs and shouted no slogans. But the mere presence of four Delta activists at a private Bay Delta Conservation Plan meeting on Thursday was enough to break up the gathering shortly after it began.

The activists, including Stockton environmentalist Bill Jennings, were protesting closed-door discussions about a possible peripheral canal or tunnel.

Over the past four years, much of that discussion has been public. But in recent weeks, officials have gone behind closed doors – closed to the general public, at least – to brief the heads of government agencies, environmental groups, water districts and other plan participants.
