A stunned crowd riles up as president exits for rest of year

LODI – An anti-tax crusader was named president of a north San Joaquin County water district Tuesday and, with that title secured, promptly adjourned the meeting when it had hardly begun.
Ignoring protests from the audience and the advice of an attorney, Bryan Pilkington of Lockeford put off the bulk of the business until January, delaying key decisions about district finances and water supply.
He and one other board member packed their things and left, but the meeting at the Lodi Public Library unofficially continued.
